Water resistant, the zipper seems to be good enough.
The fit on my frame is not perfect as I have cable supports at the exact place of the tie spots, but it is good enough to warrant a secure placement.
Since my frame is a bit small the vertical bottle support gets somewhat obstructed, however there is enough room left for the bottom bottle to fit.
The internal layout is not too bad considering its size, it has some small pockets (I have some tyre replacement levers there) in the zipper side and two net pockets on the opposite side.
For reference. there is enough room inside for a large smartphone.
Given the price it hard to point anything wrong with it.
